Labour lost the election in Scotland last year. Now they want to undermine the Scottish government by inciting industrial action. They are exploiting people\'s fears for party ends. Their threat of industrial action is sudden and not in keeping with their previous negotiations with the employers COSLA. A below inflation pay rise is difficult but the grant from London to Scotland is even further below inflation so where is the money to come from to pay these council workers This is why Brown is holding back Scotland\'s money.
