Stop using tax-payers' money on failed garden communities project

Councils must spend on other priorities and not line the pockets of others.

This project is dead in the water and has clearly defended actions, pouring more money into it will not improve the situation.

Lets a least wait for the inspector to say ok to our plans before we spend money on PR, promoting something we know isn't going to work.

Failed system, stop funding - now.
