This draconian propoposal is preposterous. The sane method to approach this isue to make sure that all bottom paint sold from this date be compliant with the new regulations. Impose heavy fines on all who do not used the new approved paints. That is all that is needed to gradually improve the MDR waters

Paint on the bottom of boats is such a small percentage of what's polluting the water - don't punish the boat owners.
