I am deeply concerned about the potential environmental impact of both the gravel pit (it is my understanding that this pit was approved without appropriate consideration for required distance to a community water source); and the proposed Cement/Asphalt business within the range of a community Water Source (KCWD#7). The prospect of oil (from hydraulic hoses, trucks and equipment) and other processing bi-products having the potential to pollute groundwater and surface water bodies, as well as surface water run-off can cause unacceptable loads of sediment and suspended solids in receiving waters, while surface water run-on can lead to excessive generation of leachate. If any management aspect of the proposed facility was to fail or accidents were to occur, then irreparable damage to the delicate water system would result. The issues of air quality that are going to occur as a result in an area designated forest and range is contradictory to the purpose of forest and range land. Further, have the petitioners identified the draft legislation before the Federal Government within their SEPA application? The Mountain to Sound Greenway Trust has outlined in a National Heritage Feasibility Study (National Heritage Area Campaign) the goals and objectives of establishing the Mountain to Sound Greenway as a National Heritage Area. If the proposal is unable to clearly and concisely identify the quantities of VOCs and odorous emissions that will result of construction and operations, then this is sufficient risk to the area residents to decline the permit. We respectfully and thoughtfully request that the requested permit be declined. Please consider area residents health, property values and quality of life

This is not the first time that a corporation has proposed commercial development near our community with incorrect, highly flawed information. The only protection for our community has come from our local, state and federal employees who question this information - such as the DOE. Please help us here as well.

The SEPA Environmental Checklist which the DOE used to make a determination that there was no Environmental Impact Statement (EIS) required for this proposal was flawed. There are many kinds of wildlife inhabiting or using this property, (only deer were listed), and there will be use and discharge of water when the concrete batch and asphalt plant is in operation, not "No" and "None" for discharge of waste to surface waters, There will also be fly-ash, concrete dust problems and asphalt odors not mentioned in the SEPA Checklist. Many of the residents of Sunlight Waters are elderly, and suffer from lung problems, myself included. This proposed project will poison our well, pollute our air, and make life in Sunlight Waters impossible for us.

Please stop this unnecessary and damaging request. Our quality of life should not be compromised for a business that has already grown beyond what should be allowed.

This business is already negatively impacting our living environment. They must not be allowed to further damage this area for purely monetary gain.

Its loud, its dirty, it adds large trucks on our road and it doesn't benefit us at all. The effect on the air quality impacts me greatly. It is an eyesore I see every day, distroying the view.

This quarry is detremental to our community by threatening our water and adding commercial traffic on our only access to the residential area. It negatively impacts our property values and is of no bebefit to the community at all. We have already seen residents leave the community because of the blasting and noise polution. STOP allowing this industry to destroy out community.

I feel like the people in the small community of sunlight waters have been improperly informed on this matter. The DOE has obviously signed off on the fact that there will be no adverse effects from the operation of this quarry. Please get the facts before signing or committing on this petition.

While I understand the desire to make vast amounts of money, and how important it is, can we stop to consider the consequences it has on those who lived in the area and didn't sign up for this nonsense? People should have access to clean water and a tranquil place to retreat to.

I am requesting you stop the development of the quarry. I recently purchased a home in this community because of the quiet and relaxing atmosphere. Water is a necessity in a home - DON'T POLUTE OUR WATER SOURCE! I came from the west side and watched the pollution from the quarry sites being opened in areas like this. It displaces the animals, causes more allergy issues and can lower property values. Please don't ruin the beauty and peace of the area for this. You would make a mistake that could not be fixed. One business verses 300 home owners - doesn't seem like it would be a difficult choice. Do the rite thing!!

This is not the place to have a commercial concrete and asphalt manufacturing plant. There are two reasons; 1. It is impeding on the Water system for sunlight waters, 2. It is being built right next to a populated residential neighborhood and the byproducts from this plant are dangerous to the local residents. I highly recommend finding a new location to establish this business so that it would not interfere with preestablished communities. There is a lot of open land with the same substructure that would be conducive to mining.

Please stop. I fearl for the health of my family.

My parents retired to live in Sunlight Waters. Sunlight Waters is a peaceful and beautiful place to live. Please require an Environmental Impact Statement (EIS) before a permit is considered for this development. This development could negatively impact the environment for the Sunlight Waters community and every aspect of this development needs public review.

I find the boldness of Gibson & Sons very offensive in applying for this expansion of their rock quarry business, They are and continue to operate a quarry that never was permitted properly in the first place. Our water district found out after the fact that this was even allowed. No one, not the County, not DOE, nor any other regulatory agency ever acknowledged our 1000ft well head protection of record that the water district is required to file. Now They want to blatantly expand this operation? The County, DOE and other agencies have a chance to correct their last failure in permitting this in the first place by stopping this further expansion of this enterprise. Does Ellensburg Concrete Products (ECP) know of this application? They historically have also opposed any other batch plants in the county?

I am the former owner of a home in Sunlight Waters. The people who live there shouldn't have to worry about drinking water contamination, and other problems that this expansion will bring. Lets keep this area a desireable place to live and recreate.

I think it is unconscionable that this type of project is being proposed so close to our water system and our neighborhood. Please deny the permit for this quarry!

The original permit to allow quarry operations within the protected zone of our drinking water well (Kittitas County Water District 7) was unduly issued. Two wrongs don't make a right! Please do not allow the expansion of these operations.
