Spend the money to install this around Penn Station where there is already ongoing construction. Not in the midst of fragile elderly community.

May I suggest locating the substation one block to west - 28th St between 9th and 10th Avenue? There are no residences on that block and impact will be minimal. Thank you for considering.

As a resident of Penn South learning about this high voltage substation being put between buildings in the middle of a highly populated residential community was shocking. There are other streets in the area that are majority commercial and a much better location.

The usual MTA arrogance. You can't relocate an existing subway, but you can certainly relocate an unbuilt project away from a major residential locus.
