This should not be done in a residential area! Penn South is fully occupied, unlike the many commercial towers rising around us--including HudsonYards, which itself was historically meant for trains. The plan seems designed to harm, harass and push away moderate income folks of all generations.

There are many underutilized commercial spaces available along the 8th avenue train line. Why destroy a beautiful residential street that is travelled by many people both inside and outside our neighborhood. This is government at it's worst. No concern for the residents.

There is a reasonable alternative placement for the substation a short distance from 28th St, where there isn’t the kind of residential concentration at penn south. For residents health, well being And comfortable habitability, the proposed substation should be placed near the post office.
