This is too far. It doesn't solve the problem! Parks are not an appropriate place for public camping within the city limits. It's a poor excuse for a solution to an overwhelming problem!

We already have an example of how this will work from Portland. They ended their trial after 6 months as it was a complete failure. As a tax payer I do not support this approach to dealing with our homeless issues here in Seattle. People that want assistance deserve more than a place to pitch a tent.

Allowing urban camping in our parks and on our streets, and encouraging homelessness is NOT compassionate. You can't permit someone to live in the filth and squalor of a tent on public sidewalks, parks, and parking lots. There is nothing humane about this plan. I feel this is an effort to strong arm Seattle citizens into funding more homeless programming, when the Seattle citizens are saying we have had enough. You need to listen to your constituency!

Look at Portland's example as a cautionary tale. Seattle can barely manage the problems we have now and this will exacerbate them.

Please Don’t permit homeless camping in Seattle’s green spaces ! Keep the city clean, and find them a job, make them clean their own mess.

Stop the madness. Do NOT turn our streets and parks into a haven for the homeless. I just wrote a check for $6,000 for six months worth of property taxes -- which is an egregious amount.. Don't add insult to injury by passing this STUPID bill!

As a Mom of two little boys with their safety and best interest at heart, Seattle has a responsibility to help solve this problem. Voting this in allows City Counsel to wash their hands of the homeless situation while creating safety risks for children.

One of the most ridiculous things I have ever heard of public servants doing - or in this case, not doing. 1st problem was allowing special interest groups to write the laws for you - thats what you are paid and elected to do.

I am a Montlake resident with children. Making our local parks where our children play available as homeless camping grounds is unacceptable. Crime rates will go up and cleanliness will plummet. I am curious to understand the logic behind this proposed measure.

Stop the insansity. Any Councilmember voting for this idiotic proposal should pledge to spend 20 hours a week cleaning up the human waste, needles and toxic garbage from our parks.

Dear Seattle Councilmembers, What is being proposed is a seriously flawed plan, capable of creating massive security issues and increased operating costs (and thus higher end user rents) for private and commercial property owners. Additionally, allowing such encampments on parking strips and sidewalks will bring significant liability to the City and property owners, alike. You will be creating a situation in which sidewalks cannot be used for their intended use, and affecting the elderly and disabled. Is there a plan for this? How will the ADA view this? As far as parking strips are concerned, what happens when public utilities need to be addressed? This plan will create havoc for Seattle Utilities, SDOT and property owners alike. Who will be there the cost for this, and be ultimately responsible when services cannot be provided due a use which was never intended at any point prior to this. Taking such action will increase the costs to the City and property owners by creating obstructions to services, and possibly prevent regular and emergency maintenance. Regarding sidewalks and parking strips: To date it has been SDOT's approach to consider private property owners responsible for the maintenance of sidewalks and parking strips, as will as undeveloped ROW's adjacent to private property. If the City Council allows homeless to camp on sidewalks and parking strips, as well as undeveloped ROW's, SDOT's approach becomes completely indefensible, as you will effectively be forcing private property owners to manage, protect and pay for maintaining public use infrastructure. This seems to be not only poor public policy, but very likely illegal. The alternative is that SDOT must assume all financial and security liability, including that of damage to utilities, transportation and safety. Surely, this is folly. Lastly, allowing the homeless to become a permanent fixture in Seattle's parks is creating an environment absolutely at odds with Seattle's commitment to it's his
