Yes. Overpopulation of dogs in arkansas is a problem! Puppy Mills. Back yard breeders need fined. Need to pay higher taxes. It needs to stop period. Spay and neuter. People should stop buying online. Pet stores should work with local shelters.

I have been in animal rescue for 10 years. I have seen deplorable conditions of puppy mills! One of the puppy mills was busted and our group was asked to help. We took on many dogs that were in extreme need of veterinary care. We bathed them, got them groomed and vetted with our own money that we raised. I cried every day, thinking of all the puppy mills that are still in effect, and the continuation of the suffering of Gods creatures. Deplorable, not even to mention, against the law! ANIMAL CRUELTY IS AGAINST THE LAW IN ALL 50 STATES.....supposedly!

I have volunteered with a rescue for the past 3 years. We have seen puppy mills and they aren't pretty. These dogs aren't treated humanely. No animal should be kept confined in a place where it can't or can barely turn around, left in his own feces, and without stimulation, made to breed over and over in deplorable conditions.
