This area does not need more office space. The Balmoral neighborhood has remained a great example of what a Memphis neighborhood can be. It is integrated across racial, social, economic, and demographic lines. It is quiet, friendly, and has an active neighborhood association. Building an office building in this space will bring additional traffic, as well as removing a beautiful green space that helps minimize the noise from Quince Rd and the railroad. Whatever the potential benefit the city might gain from more office space in this area is far outweighed by the detriment to the community.

I live directly behind where the proposed office building would be and do not want it in my neighborhood. There are vacant office buildings on the adjacent block and I do not understand what an additional commercial space in this area would accomplish, especially in a residential neighborhood. Our community is adjacent to the Lichterman Nature Center and this property would be an eyesore in an otherwise beautiful area.

I’m still opposed to this invasion of an unnecessary office building into Balmoral neighborhood. History: The “old” Balmoral Neighborhood Assoc. learned/realized we would not be able to defeat the previous developer from getting an office building permitted at this property. City council used to have a way of letting it be know how they were going to vote so, the parties most directly involved would hopefully work out a deal and then council would approve that deal and everyone appears happy and city council members save face and or don’t make voters mad and etc. We/Balmoral negotiated in good faith to a two story building with no windows on the building’s South side to provide some privacy for the Balmoral neighbors that live on Vassar. The new property owner developer wants to use “this prior approval” but with the addition of a third floor and without the no south side windows restriction. So I repeat, I oppose this invasion into Balmoral now but even more than when I negotiated the above mentioned agreement on behalf of Balmoral Neighbors years ago.

I urge the Memphis City Council to vote "No" on approving the Major Modification to PD 99-362.
There are multiple reasons for voting "No". Some of the major reasons include:
1. Increase in traffic in an already congested area,
2. Loss of proper drainage due to removing trees and paving the highest point in the Ridgeway Sensitive Basin,
3. property values will be depressed,
4. lack of need due to multiple office vacancies along north Lynnfield and Primacy Parkway.
These are just a few reasons why I am petitioning the City Council to vote "No" on approving the Major Modification to PD 99-362.

We asked the commission to turn down the auto dealerships at Ridgeway and 385, but they were allowed to build businesses there. Now we're asking the city council not to build an office building on Lynnfield. Please let this business find another location rather than this tree lined entrance to the Balmoral neighborhood.

We do not need more empty commercial office space in our currently residential zone. The market demand can not justify this breach of trust by The Office of Comprehensive Planning (OCP) who have clearly erred in finding this project is consistent with Memphis 3.0. OCP’s false assumptions include:
a. A three story, 30,000+ square foot office building is considered “house scale.”
b. A commercial office building constructed on property zoned exclusively for single family residences since its annexation in 1969 will provide a “buffer” between the neighborhood and existing office buildings fronting Lynnfield Rd. north of Quince Rd.
c. Balmoral Shopping Center, a struggling Anchor in Memphis 3.0 designated as “Sustain” in the Degree of Change provisions, will not be adversely affected by a sizeable commercial office building a half mile away down Quince Rd.
d. Paving 4+ acres of ground at the highest point in the Ridgeway Sensitive Basin study area will not exacerbate flood problems in the neighborhood.
