For decades the Steward and licensed official of the USEF have been employed by recognized and unrecognized competitions to actively direct and manage USEF rules and regulations. Licensed by the USEF to be the governing voice, the expert to interpret, enforce, and implement the rules and regulations put forth by the USEF for the interest of the participating members.
Now with the creation of the Jumper Schooling Supervisor, it is being required that the already licensed “R” Category 1 Stewards and Licensed Jumper Judges be required to complete additional training for a certified Schooling Supervisor, when in fact these licensed officials have already completed training which more than encompassed these requirements.
In fact USEF rule J103 states… “The Senior Steward’s (see GR1211.3) responsibility includes overseeing all schooling at the horse show, evaluating the knowledge and attention of the schooling supervisors, monitoring schooling conditions (including footing, sound system, and safety), monitoring proper and adequate schooling equipment (jump standards, proper taping, dowels, jump cups, safety cups, flags and proper rails, etc.), monitoring proper tack, equipment, and attire, and interfacing with management, judges and other officials as necessary. A C1 Steward or USEF Licensed Jumper Judge must be present in the schooling area during any Jumper class offering $10,000 to $24,999 in prize money. For classes of $25,000 or more, a Registered Steward or Registered Jumper judge must be appointed to supervise schooling before and during the competition.”
So it would seem that the USEF already recognizes that a C1 Steward and the licensed Jumper Judge have the knowledge and ability to supervise a jumper schooling area.
Consequently, we the undersigned request the USEF Licensed Officials Committee to rescind the requirement for a C1 Steward and Licensed Jumper Judge to complete the certification procedure for a Jumper Schooling Supervisor and automatically license “R” Category 1 Stewards and Jumper Judges as Certified Schooling Supervisors.
I have been hearing from so many of you who are just as exhausted by these redundant training requirements as I am. It is frustrating to have our years of expertise ignored by these new bureaucratic hurdles. I am currently preparing a formal letter to the federation to press for a more logical path for those of us who already hold these credentials.

Seeing this level of support for our fellow officials is overwhelming because it proves the industry recognizes our expertise. We put in the years of training and service to earn these credentials so it is time our governing body finally respects that experience.

Totally agree. Why are we making people jump through more hoops when they are already the experts?

This is ridiculous. We already have the qualifications and the experience. Seems like just another way to get more money out of us.

Enough with the extra red tape. The officials I know are more than capable of handling schooling duties without another certificate.
