I vote NO and support this petition AGAINST because NCA may act like a corporation at its annual conference...BUT its bylaws and hierarchy should not.

There are good reasons for reform, but at the LA in DC I spoke against the change primarily because the proposal gives all policy to the board and leaves the LA power to consider public resolutions and ask the board to "consider" policies. All the rhetoric about the need for change does NOT justify this major shift. Also, the APA has a similar structure eas the LA exactly to ensure diversity in decision making, and they have no problem with their fiduciary responsibilities. Fix conflicting documents? Yes. Make language consistent? Yes. Give policy power to a small centralized board? Please, no. I trust many of the advocates, but with bylaws it isn't the people but the process...this proposed process removes policy AND budget power from the LA. A sad day for diverse democratic processes if this proposal is passed.

I served on Legislative Assembly for the Rhetorical Communication & Theory Division from 2009-2011. In those years, we voted to condemn torture (finally), voted to require domestic partnership benefits language in SPECTRA ads, voted against NCA's parliamentarian that the president *does not* have the authority to censor paper/panels, and many other issues. Big issues. Messy issues. It seems in recent years, NCA's leadership is deliberately moving away from messiness as if it is a sign of chaos, rather than a sign of democratic participation. I am reminded of Bob Ivie's sage words on demophobia when he writes, “This idealization of deliberative democracy as a rational process best reserved for experts and privileged political leaders" (2005, p. 5) leads to a real fear of the bodies that serve on Legislative Assembly. I support this petition because I'd strongly prefer messiness to the neatness of control on the part of NCA.

Our executive committee and leadership have made a series of bad decisions lately that suggest more membership involvement via the LA rather than less. If this resolution passes, it could very well be the last straw. The organization would be seriously failing in its mission.

Creating more distance between leadership and members at large is a dangerous precedent.
Maybe we will need a NCA Spring.
