We the undersigned being citizens of North Carolina object to the purpose of SB 315 which would ratify the agreement between the city of Southport and Progress Energy. The agreement would provide for an exemption from annexation and property taxation for 65 YEARS. In light of the fact that the state of North Carolina has within its powers the authority to annex without making monetary concessions to anyone, we feel it is inappropriate for the state to ratify any such agreements.
