Ridiculous. I have spent many hours up there and the thought of the council restricting access is a complete over step of power. It is beautiful, runners/walkers will not interfere with council business.

This area is stunning & a draw card for visitors outside of Dunedin. It would be tragic if locals and visitors could not access the area freely requiring a permit will put barriers in place for so many.

These tracks are so important for recreational running and walking and are well used by the public.

Walking tracks are for the public to use. Rates we pay are for the upkeep of infrastructure, and for the amenities provided. These are amenities that we pay for.
