Clearly the culture supports passing the buck on responsibility but Punchard crossed the line and has less morals than a weasel. Do the right thing and sack him.

Fire him. For a woman to leave and charge a man takes tremendous courage and this guy gives her address the the scum or said he would kill her and the children. This man did the opposite of what he agreed to do when becoming an officer.
