The severity of these regulations as applied to single dwellings and extensions is massive overkill. A simpler one signature certificate is my prefered option.

we are in a big brother society when a person can be prohibited from making their own shelter while hundreds are forced to sleep on the streets.

There seems to be a trend to hive off as much social activity as possible into the hands of big business or monopoly, making commodities out of nothing, creating a market where is doesn't exist.
