Yes this is absolutely wrong , if just bymistakly spas happend and no one get injured or loss of railway property then penalty should be very less.

Abolish this rule. Removing from service is not the solution for spad. Classify the spad according to the impact of the accident . If there is a major safety lapses and casualties then only imposed the major penalties..
