Anybody who mistreats any animal like this should be prosecuted, not by sending them to prison but by hitting them heavily in the pocket. Make the fine very high, and if he has a car take that off him and sell it for even more money. All the money taken from them should be put into a animal sanctuary to help other animals. I'm dead set on putting these sorts of criminals into prison, we should aways hit them where it would hurt the most...in their pocket.

It's a disgrace that people neglected there pets at all never mind refuge centres who are supposed to look after and care for pets.its a sad day. Yes they should all have a license

People sent dogs to the Ayrshire ark to give them a better future. This clearly wasn't the case. The government need to put in place minimum standards and legislations to keep the most vulnerable animals safe. This should never have been allowed but sadly it's not the first and unless things change quickly it won't be the last. Signed the ozzy and the voiceless.

The very least we can do for shelter animals is to see they are cared for properly with regular checks and prosecutions for people who abuse the animals in their care - animals feel pain and fear just as we do. This is 2017 not the Middle Ages.

change legislation , so that rescue centres are answerable and monitored so that no animal has to suffer...
