The animals are all innocent. They are brought into the world through neglect or money grabbing methods ,and are treated badly. They deserve more.

I have never been able to understand why animal shelters aren't required to be registered and licenced. I've heard so many awful stories about 'rescues' where the poor animals were worse off. In many cases the people running them are well-meaning but overwhelmed, or under-resourced, or simply clueless. The good shelters will surely want to see licensing, for the welfare of the animals.
