"Branstad and Dept. of Human Services have drafted a request for proposal (RFP) to implement managed care Medicaid. Basically, contracting with private companies to manage the healthcare of and distribute medical services to Medicaid populations, which include our children and other people with unique medical needs. The state contracts with the company(ies), and then the company(ies) creates comprehensive and coordinated care plans and contracts with providers who are willing to provide the services and care at a lower rate - that's the basic fundamental.
