I strongly urge the the Planning Board to follow the letter of the law in Comprehensive Plan and reject the significant zoning change that is being request by KV Enterprises. The Maine Supreme Judicial Court has already ruled that municipalities should follow their Comprehensive Plans which outline future growth and development as Freeport surely has already done here and that exceptions should be granted only if the benefits are are unquestionable and could not be achieved in another way--neither of these exceptions apply here. In fact, the opposite is true, as the project would destroy the rural character of the area, lead to increased unwanted traffic, and threaten wildlife habitat corridors.

No Thank You to big development from out of state developers. Lets grow in a sustainable way that supports the existing community. I hope that LL Bean will find more ways to communicate with the town of Freeport. I am so impressed by the town coming together to fight this!

The proposed parcel is part of the Cousins River watershed. A project of this magnitude would have a serious effect on the quality of the run-off. Think of all the nitrogen being washed into the estuary. This is not an appropriate use of this land and LL Bean should not be a part of it.

I would like LL Bean to reconsider the sale of their parcel of land on Desert rd. This land could be used for recreation and not development. If we are to develop more housing I believe it should be in the downtown area. Thanks, Jen Fox

What is good for KV Enterprises is not necessarily good for the Town of Freeport. The magnitude of the their proposal will require major changes our to Town including infrastructure , public sewer and water, schools, roadways, police, etc.
Let's take a comprehensive look
at their entire proposal and time line before giving any thought to rezoning. One thing is for sure, if that kind of is allowed , Freeport will never be the same.

Freeport has an incredible opportunity actively promote environmentally responsible and socially and economically inclusive
outcomes for our community. This will be achieved not by developing a stretch of greenspace on the outskirts of town. Rather, it will come from efforts to revitalize our downtown in part through reinstating some of the housing that once existed in the central business district. Mixed use spaces are beneficial for people, for business, and also promote more walkable communities, which can facilitate aging in place, as well as low-carbon development. As well, it clusters housing and development in already built-up areas preventing the further fragmentation of habitat and land.
Freeport does need more housing and it also needs a strategy to ensure that affordable housing is available. I'm concerned not only by the KV Enterprise proposal to irrevocably alter the landscape with the proposed amendments, but also by proceeding with such a sizable development without a commitment and plan to ensure more affordable housing in Freeport.
As a community, we have an opportunity to advance many benefits by turning away from the KV Enterprise developments to instead bring creativity and capital to revitalize the downtown.
I urge the Planning Board to reject KV Enterprises' request for zoning amendments for lots 25 and 38, maps 22 and 26.

Zoning should be aligned with long-range strategic planning. Making incidental changes to ordinances invalidates their purpose; and is unfair to individual property owners who have basic qualitative expectations about their investments. There is plenty of work to do to revitalize our town, diversifying the economy in a forward-thinking manner: reimagining land and real estate uses that capitalize on the Green economy, best practices in sustainability; stewardship of natural resources; access to affordable housing, efficient transportation/biking and walking routes, quality education... be progressive, not aggressive!
