My family lives in southern rural Albemarle County where we have lived for decades. I was born and raised in rural western Virginia through which the proposed pipeline will also transgress. 'Transgression' - 'stepping over boundaries particularly referring to moral boundaries' - is the correct word for the pipeline project since the current proposal offends many moral boundaries. E.g. Buckingham County has a much higher proportion of residents over age 65 than Virginia as a whole (and this pattern will be repeated in many or most rural counties of Virginia): the impacts of incidents, accidents, pollution, displaced services, and other harms will be greatly magnified as elderly households are less able to escape, relocate, or survive, and less capable of resilience to thrive after incidents, accidents, pollution, and displacement. It is a profoundly moral offense to impose unnecessary threats of harm to vulnerable elderly persons. Buckingham County has a VERY much higher proportion of Black residents than Virginia as a whole: so, as with the elderly residents, Black households will be disproportionately threatened with harms while not receiving even equal benefits as White households will receive from the proposed project. The pattern of disproportionately burdening Black and other vulnerable communities while disproportionately benefiting White and other privileged communities repeats hundreds of years of shameful Virginia history, policy, and practice. Buckingham has double the poverty rate as Virginia as a whole; and has very much lower high school attainment than Virginia as a whole: the proposed pipeline project promises no benefits to remedy rural elderly poverty, promises no benefits to rural minority poverty, and promises no improvement in educational attainment for Buckingham County.
