he was only doing what he was trained to do,why was the neighbor hitting the fence was he teasing Walter?If so mark him as dangerous to the neighborhood.

This is absurd. The dog was antagonized by some idiot and now its the dogs fault? Charges should b dropped and Walter needs to be left alone. Do the right thing

It seems if Walter can be label a dangerous dog, the neighbor, who obviously has been aggravating him and egging him on, should be labeled a dangerous human and likewise should be arrested and punished for any aggressive actions, overtly or subtly, on any living creature or item.
