Walter did his job he bark to alert his owner he didn't have to if the neighbor wasn't hitting his fence I think the neighbor needs to be charged. Is it because Walter owner has a disability that this is happening to him would you be doing this if it was a normal person with a dog

It appears the neighbour was taunting this dog and that the dog was just doing his job as a protective service animal. I am definitely With Walter as he is NOT a dangerous animal. Please reconsider your position and do the right thing.
