If this dog is constantly being taunted or put into situations by this neighbor, why isn't the neighbor who is a human being charged with harassment. Dogs can only react by barking or growling when provoked. You seriously cant be calling this dog dangerous when he has been made to react to what the neighbor is doing. Just because its a dog doesn't mean you can do what you feel like. Do the right thing and stop this.

What makes a dog dangerous? Has Walter harmed anyone? This dog needs to be home with his family and the neighbor needs to leave him alone.

How can you label a particular breed of dog dangerous? He has in no way posed a threat to anyone. He is a service dog to their son and it would be cruel to separate them.

PLEASE FIND THE PEOPLE WHO "CAUGHT" HER ON SEVERAL OCCASIONS AGITATING WALTER..AGITATING THE DOG?????? THAT ALONE SHOULD DISMISS THIS CASE. ....AND TAKING THE "TIME" TO STOP AND VIDEO IT??? WHO COULD EVEN DO THIS IF THE DOG IS BEING SO AWFUL?? DEFINITELY CAN TRY AND PROTECT ITS HOME TERRITORY AND FAMILY. THE FAMILY. SOUNDS LIKE A PERSOINAL GRUDE AGAINST THE FAMILY FOR SOME SICK REASON.
