here's a suggestion: ask residents to separate food waste from non-food waste. transport the food waste from human settlement & allow the wildlife -- ie bears -- to feed off the food waste site.

Fine the people causing issues.....relocate them anywhere. ....Alaska has so muvh undeveloped land. There has to be somewhere they can go. This is the fault of humans being ignorant.
