A Broken Promise As a retired PPS administrator who worked closely with TAG personnel, I understand the complicated decisions Beaverton faces regarding closing SUMMA programs. However, I believe your plan will not adequately serve and support SUMMA students nor fulfill the promise that the Beaverton District (and Highland) made to SUMMA families. It is extremely difficult for regular school staff to (1) develop an educational plan and profile of instruction for each TAG student, (2) evaluate the progress of the student’s accelerated rate and level of learning and (3) review the plan and revise accordingly. The Oregon TAG law specifies that each TAG student will be met with a plan of instruction at the level of learning in the area where they have been identified as gifted. In addition to providing services, providing documentation at the secondary level for TAG students is challenging. OAR 581-022-1130 mandates that school districts develop a process that provides each student the opportunity to develop an education plan and profile; this plan and profile is to be reviewed and revised periodically – at a minimum once a year. Schools (secondary teachers across Oregon) are required to explain how individual rates and levels of learning will be assessed and utilized in classroom instruction. These are complicated and time consuming tasks for trained TAG staff let alone regular education teachers. Too frequently our TAG students sit in classes where differentiated instruction is not provided by regular education teachers and does not match the rate and level of learning. Subsequently, regular education teachers are unable to show evidence of their learning. We all know this is true and why the Beaverton School District designed SUMMA programs for our gifted children. The action that Beaverton School District is proposing – to eliminate SUMMA at some schools (Highland) and combine with other schools - is a broken promise to our families and students.

My question is why is it that summa student numbers are decreasing in a district that is increasing? Two possible reasons, 1) curriculum is so poor that potential summa students do not get the opportunity to shine, or 2) Beaverton is becoming dumb. I don’t think the last reason is true, Beaverton is not a lower socio-economic community quite the contrary. So why is it that the number of summa students is declining in the Beaverton School District?

This is outrageous! Open discussions need to be happening so that everyone is on the same page - staff, parents and students alike. How can Summa be saved? Let's all work together for a solution.

I am a parent of a Summa student. Removing Summa to a school that is geographically inaccessible for my child (with no bus transport) will result in my child only being able to attend his neighborhood school. Mt. View Middle school does not have a talent-and-gifted program, meaning this is a probable violation of the State TAG Act OAR 588-022-2500 and ORS 343.397.
