Order of RB is arbitrary, demoralizing to promotee officers, against settled rule of Indian railways, against the views of court order where court has directed railway to correct rule free from human manipulation & recast seniority of IRSSE. Instead of doing this RB issued reversion order of promotee officers & given scope for promotion to Direct officers even later batches without finalising inter-se-seniority. Now it is actually Contempt as court directed to do some other & RB has done some other favouring one group

Gr A lobby in Indian Railways trying to eliminate Gr. B promotee officers by denying promotions (Jr scale to Sr scale & Sr scale to JA ) RB also doing injustice to Gr B promotees by issuing orders to demote promotees only when there is issue of seniority which is to be settled with DOP& T. DOP&T's instructions are not binding to Indian Railways but instead of defending administration taking stand against Gr B promotees. It seems RB do not want Promotees for running railways. Is it possible to run railways without Promotees in administration then they can sent back promotees to their parent cadre in Gr C and try to run railways.

In this new world order performance in field should be the parameter not only qualifying one exam. For India to March ahead this type of discrimination among Railway official will serve no purpose. It will simply push the Railways back.

Railway Board’s orders are not only arbitrators but also beyond the CAT’s orders which clearly shows discrimination against the promottee officers which are back bone of the Railway.they are already facing discrimination in initial grade of officers,promotion in Sr scale etc now these orders will be nails in coffin.Immidiate intervention of MR and CRB required to prevent future damage of Railways.

Discrimination between Group-B and Group-A is the main reason for low operating ratio and safety issues

Promotee officers of Indian Railways being deprived from their rights and being demorlised by Railway Board and Group A lobby. They have worked very hard right from Supervisory capacity. Only 0.2% of Supervisors got promotion in Group B. Many of us have qualification at par with Group A and quality wise also promotee officers are at par with them. Promotee have a vast experience of working at grass root level and is the backbone of Indian Railway. They are being regularly deprived and demorlised recent Patna CAT. Patna CAT has not given them to opportunity to represent their Case. The recent order of RB is totally against the principal of natural justice. In this situation Group A lobby only owning the Railway and in Independent India we are just being treated as slave.
