Govt. don't have right to discriminate/violate Article 16 of the constitution.
Railway can not run Without promotee officers. We are the most experienced and deserve to run management.

Let justice prevail for all classes in promotions. Is it only the right of governing body to have promotion only for them at their whims and fancies and giving only a consolation type of macp financial benefit to other classes without promotions even after 15 years of service in same post. It's highly injustice like british policy. Even during british rule, GrB had better promotions and appreciation.
