Recent letters of rly board of dec 6 &7 prohibitting our pramotions of pramotee but not of direct officers. Crushing cadre of pramotee has discouraged us

Promotee officers in railway are heavily demoralised due to the fact that no guaranteed career progression is available for them and UPSC officers treat them as class four employee.

In view of decision of CAT Patna and railway board letter related to withheld and withdrawal of promotion it is required to provide uniform policy similarly applicable for group A and B officers otherwise any policy only for hampering of group B promotion to be cancelled.

@PMOIndia @narendramodi kindly help Railway promote Officers from getting demoralised by biased decisions of Railway Board vide Letter No. E(O)I/2014/SR-6/11CC pt dated 06/12/2017 & 07/12/2017. Kindly look into this matter & save thousands of hardworking promote Railway Officers

To add on it may be appreciated that the Group B is back bone of the Railway Administration as the are blend of experience and knowledge. Ignoring Group B officers may prove detrimental to the system.

The said ruling of CAT and its interpretation in haste by Rly administration has totally demoralized promote officers. Rly. Board's recent letters have made rift between direct and promote officers which will directly affect the working of Rly organization in all departments. As the central government is trying to weed out irrelevant anarchy laws , same may be initiated in Rly organization for smooth functioning.

Government machinery of all developed countries are having experienced fleet of officers. They know the subject from bottom to their levels, which delivers quality decisions and contribute to help for betterment of their organisation. THEREFORE, EXPERIENCE SHOULD NOT BE IGNORED SIMPLY.
