Without a proper Department of Mathematics, U. Leicester will become a trade school, rather than a university. Perhaps that is the intent, in which case, might not Ofsted take a dim view of the project?

You cannot be a serious university without fundamental research including pure mathematics. Having worked previously at Leicester, I think this decision will do the university great damage.

I would hope that BMC and BAMC would spontaneously issue a statement condemning the redundancies, irrespective of this petition. These redundancies are not in the interest of the UK mathematics communities (pure or applied). They are also not in the interest of the University of Leicester, nor of society at large.
