As a 73 year Ephraim summer resident I, as well as my family, treasure the tower and don't want to lose it for any reason, especially if it is due to neglect by DNR.

It would be devastating to tear the tower down. If the state will not designate the funds to restore, I'm sure it would take no time for private donations to raise the needed funds.
