My husband and I foster dogs for local rescue and we have experienced what it is to have a neighbor who makes it their mission to make your life miserable. I am so sorry. As long as Bruiser is not cruising the neighborhood, doesn't create a hazard or a problem, and he is maintained in a healthy and happy state, he should be allowed to stay in his home and family.

As former Mayor of Pacific Grove I would think staff has higher priorities with code enforcement than writing a 93 page report on this pet issue. Furthermore, to refer to the owners as "pig people" by the new city manager of Pacific Grove unconscionable. Still on a probation period....I'd fire him in a heart beat.
