I would like to start raising back yard chickens. Current chicken owners, could I get advice on how this would be possible for me to start or join someone in raising chickens? I am interested in being greener and more food independent and also I would like to be a good neighbor. This is hard for people who want to start to have so much cost!

The price hike is disgusting. That and Greece's unwillingness to consider allowing backyard chickens, despite people who submit with the Zoning Board of Appeals paying upwards of $700 to jump through the board's hoops, just for them to deny their appeal. Ridiculous.

As someone who is looking into keeping chickens here in Rochester, this is really disappointing. I'm going to have to think about whether keeping them is worth my time and effort. At least warn the people who are keeping chickens here that their permit fees are going to double. That's just shady when you can't even bother to let residents know. Is this going to keep happening every year, because if that's the case, no one is going to be able to afford their chickens anymore. How sad.

The city did this all wrong...they did not engage the community (those they are supposed to serve) - rather they have now alienated many city residents and furthered the belief that those voted in have become self serving - looking only to have more money rather than listen to their constituents.

I was considering having chickens again and have had them in the past with my family. This is a ridiculous increase. If you want to make more money start ticket enforcement for bike lane violations or consider not continuing to paying people of office who are criminals of the law. This is just another reason why younger people such as myself will be moving out of nys/Rochester in the next 3-5yrs. This city doesn't want progress. It doesn't present a good job force for young people and their families to thrive. It doesn't respect the desire to be sustainable and green.

The City of Rochester is attempting to monetize food independence among its citizens. This is sad. Even Buffalo charges 1/3 as much for backyard chicken licenses. The city should not charge at all for this.

What is this really about? Fees being increased to assist the City with its debt? Complaints from live chicken haters? Is this a way to reduce urban homesteading, decreasing the dependence on City and County programs? Regardless, it hasn't been effectively communicated to the folks to whom the biggest blow is being dealt... individuals who feel that owning chickens is a lifestyle choice; that having them as pets or egg layers or something live to care for is a great way to live. Why do we have to suffer at the hands of the decision makers?

How retrograde. Chickens should require no fee at all. That's like charging people to grow a veggie garden, which is probably next.

I did a little research into this and found that this change to the municipal code was voted on in June 2018 and is referenced as item 2018-243 in this agenda doc. http://www.cityofrochester.gov/WorkArea/DownloadAsset.aspx?id=21474838173. In City Council's meeting minutes (same website) and online youtube videos of those meetings there was no discussion, just unanimous decisions for the increase.
I then asked the city clerk for more information about who and why this change was proposed. I was directed to the director of the Office of Management and Budget. This gentleman informed me that the 37$ fee has not changed since 2008 and was under the estimated cost of reviewing and issuing the license. It turns out there may have been a discussion about the fee increases that may have happened in a separate Council "Workshop" in April but I can not find any record of that meeting or the discussions that happened in it.
Seems like everything else, prices just keep climbing.
