The $200.00 fee is absolutely a ridiculous rip off, we already pay a quite high HOA fee and adding this to it is just thievery. This is not an answer to the problem it is merely establishing another one. No wonder everybody i know hates HOA's, including myself.

Lived here 10 years and have never felt like this is a major issue. I’m disappointed to hear that it has come to this, I hope we can resolve it, and save our HOA $$$ to put towards other community improvements and expenses.

There are no issues with parking so why in a pandemic when people are in a financial struggle as it is they want to charge a crazy amount to park where we reside . I DONT AGREE

There are almost always free spaces if you are here at a reasonable time. This whole policy seems ridiculous and greedy to me.

Guest parking is almost always available near my unit, although I do admit that since CoVid, more people are living with relatives so there are more cars, but even so, almost every day there are empty parking spaces during the daytime, when 99.9% of "Guests" come to visit. Prohibiting overnight parking after 10pm will result in empty spaces and cash paid for permits, and fines/towing charges paid to the tow company- this serves no one except the towing company. In addition, I am unconvinced that the board members are aware of the strong opposition to this parking "solution" and a change of this magnitude should require a general owner's vote. I've been told that it has failed to obtain a majority on several occasions which may be the reason it is being shoved onto the residents without a vote this time. I am also disappointed that Mr. McLean from Elite has failed to answer my questions on this matter after three requests.

There is no clear statement as to what problems it is solving and how it benefits the homeowners. It will make the parking situations unmanageable. Street parking will be in serious shortage and it will affect safety of the residents who need to park far away. I suggest to set a side several spots for guests and the rest spots should have no restrictions.

Totally absurd. The cost of living here is not cheap. We pay a lot in taxes. This is one of the best communities in SOCAL. Parking IS NOT an issue.

I have lived here since June 2019. There are four open guest parking spaces right outside my garage. They are consistently available, and I have never felt like there is a parking issue here. I do not see any need for implementing a permit policy for guest spaces.

Why is the HOA and Elite Management making an issue out of something that isn't an issue? More than 99% of the time there isn't any problem finding a place to park. What's the point of having all of these parking spaces left unused while making residents park on the street? If the HOA board members want to pursue this, let's vote to recall them and bring in people who are reasonable and REPRESENT THE COMMUNITY.

Same thing happened where we used to live and it is very clearly a deal with the tow companies to get a cut. The tow companies are greedy, vicious, behaving like vultures, and never on our side when it comes to a policy like this. The people who support the new rule will be the first to file suit or be whining once it happens to them. We just moved here in June and have never had any problems with parking, have never had to use the guest spots but they are a nice feature and seem to be plentiful.

Charging for parking is ridiculous. We already pay 2 different HOA fees here. Besides, we never have parking issues between neighbors in our community. Whose in the right mind would file a complain about this. Now everyone has to suffer extra fee.

This is outrageous and unnecessary. Our community does not want to have to pay for our guests to park overnight. We have a right to free parking for at least 2 guests

My question to some of the neighbors in our community is... Why are you complaining about a parking situation, while having a 2 car garage that you can't even get one car in... Where is the fairness to your neighbors or visiting guest?

While I am in favor of making sure our guest have a place to park, I am not in favor of having to pay for a guest space that may never be used by a guest of mine (during the hours being applied to restricted parking). My problem is that my truck was built 6 years before this complex of units were built... It does not fit in the garage length wise... With that understanding I am seeking an exemption from any fees. My garage is not packed beyond reason, and can easily accommodate 2 normal size cars. Should I ever have a guest staying over night, they can park in my garage and not take up an additional guest spots.

I am FOR THE RULE BEING ENFORCED. It is not new and has been in the by-laws since the community was established, try reading them. Us being up in arms about a parking program is ludicrous. No one ever goes to the meetings (to include myself), no one ever votes for new members (to include myself). So what do you really care about? When I come home and cannot get a parking spot because one household has four to five cars it's annoying to me and inconsiderate of the household with several cars but guess where me or my guest park if there is no space in my garage? On the street and walk to the house...not far at all! I am not sure what a pandemic has to do with parking but if we clean our garages as the rules state (one we are choosing not to follow) we'd have parking. It really is not as big an issue as we're making it considering most communities of Harveston's stature have parking programs. There are so many other things to be concerned with in this community. With more homeowners utilizing their garages for parking it frees up spaces for HOLIDAY GUEST and visitors year round. Understand that YOU ARE NOT REQUIRED TO PAY $200.00 FOR PARKING starting 15 November. It is an option. If you need additional parking outside of your garage apply for a permit OR park on the street. Having said this, why do we feel we can pick and choose what rules we want to abide by? ENFORCE! ENFORCE! ENFORCE!

In the past there wasn't an issue with parking, however those days are gone due to the irresponsible renters/homeowners that refuse to use their garages for what they are intended for... vehicles. People are using their garages for gyms, auto shops, storage of bulk items, "man caves", etc. These are not "new" rules. They have always been in the CC&R'S that everyone agreed to when they bought their home. The parking permit only affects those with a 3rd or more vehicle if they so choose to purchase one. If you have 1-2 vehicles it doesn't even affect you if you simply clean out YOUR garage. Anyone can park anywhere in the community from 6am - 10 pm. This parking enforcement is only for the hours between 10pm -6 am. Ironic how some of the people that are complaining the loudest are the worst offenders or are literally months behind in HOA dues/fines. Warnings/citations will be issued first. Easy solution... use your garage for what it was intended for and leave the guest parking for guests.
