Andy Moir has raised a valid point - would welcome any suggestions, comments regarding - what would happen to the huts when it floods as it does many times each year? Would it not be better to approach the council to use the boat house area under the Brunel bridge, accessed to the left of the toilets that many people don't even know has public access and does not flood?

i lived in saltash most of my growing up years and still have family there.it is a lovely idea and much needed for the area. Behind this 100%.

This seems a good idea in principle, but what would happen to the huts when it floods as it does many times each year? Would it not be better to approach the council to use the boat house area under the Brunel bridge, accessed to the left of the toilets that many people don't even know has public access and does not flood?

waterside needs a revamp not only will locals benefit but will attract more visitors into the town so good for local trade aswell

For starters you wouldn't be able to see them from the bridge which instantly loses the charm and stumbling upon - I lived in Saltash for a year before I even went down there. Didn't even know it existed. Secondly, as you pointed out, they would then be in a place where many people don't know has public access...so maybe assumed private. Thirdly the Council would likely put the kibosh on it or slap a parking charge on it, if they got wind of locals trying to start something successful for the people! Best to keep it simple. After attending many meetings with Liskeard Town Council and the British Legion I would urge to run with the original idea and push push push as it will get diluted or otherwise delayed through deliberation.
It is better to just learn to live with the floods. Beach huts are used to water. They could be designed so the storage is off the floor or offsite altogether making this a non-issue.
