Depraved kids' magician David Payne 64, was jailed for 12 years for raping an eight year old girl and carrying out sex attacks on six other victims as young as four.  But despite a string of restrictions on his movements, he has set up home close to the beach in Weymouth.  The Sun newspaper reported that the dad of two roamed the town's streets unchecked even though documents drawn up within the probation service days ago state he poses a very high risk.  Payne attacked children as he drove them home from birthday parties.  Jurors were close to tears as his young rape victim described her ordeal via a video link.  He has been kept at a string of hostels since being released in 2008 after serving only 8 years, being left to roam totally unchecked.  An assessment rated his risk of harm to children as "Very High".  It said he has been banned from being in sight of "play areas, swimming baths, schools, beaches, parks, nature reserves or esplanades".  Yet police and probation officers have allowed him to move into his own flat in Weymouth.  Please add you signature to this petition so we can strengthen our case to the government that this is completely unacceptable.  We shouldn't have to live with these monster's under our noses, our children have the right to safety, respect and protection before anything else.  It's our children's rights we should be protecting not Paedophiles!!
