Immediately after I spoke, an attorney spoke on behalf of the community and also requested a deferral. I would like to contribute funds to the attorney fees. I would like to know if someone in this group has a fundraiser setup so I can contribute. I would also like the person who is the main point between the attorney and our group to please get in touch with me, so you can share my emails from the City of Sioux Falls with the attorney.

On November 28, I provided comments regarding the entrance locations, engineering standards, and noted in a rebised site plan submitted by the contractor was incomplete. I received a response one day before the hearing and was told the site plan would be changed. I asked the City to defer the item until the developer provided a complete site plan and to allow people time to review it. Albert Schmidt, Urban Planner City of Sious Falls, responded by stating, "please note that on order to apply to rezone a site plan is not required." The City refused to make the developer provide a site plan, refused to defer the vote, and refused to allow residents time to review the major changes. Obviously, a site plan is required by the City's process, as it is included in the application and states it is a requirement in the supporting guidance. I would like to share these emails with the attorney.
In looking at the site plan, I have some major concerns from and engineering standpoint, which I didn't have time to dig into at the meeting because it was the very first time I saw the revised plan.

I live right next to the proposed development. I feel the increased traffic and safety alone should stop this. We are foster parents and I feel their safety is at risk having that many people you don’t know living next to us. The spot where this is planned used to hold water. Since they drained it to try to dry it up for development, I feel all this water as no where to go but south past my house and yard. There is no storm sewer on this stretch of street to collect this added runoff.

We live directly next to the proposed apartments. I feel the safety of my children and Neightborhood would decrease significantly. We built our house 7 yrs ago and specifically asked about the area and how it was zoned. I would never have built knowing that apartments would be proposed there. We are foster parents and I feel their safety is even more at risk not knowing who my neighbors are and how that could potentially put them at risk.

I word like city council to disapprove this zoning change and leave it the way it is. My wife and I just purchased our home on Sept 29 we moved because of the crime and disrespect we got from having multiple people in one place. There are many children in this neighborhood along with the Daycare next to us. Multiy people and traffic would cause many problems including the safety of all of us. We also experienced much more crimes! We are totally against this...will also take down the value of our property.l

We were told 3 years ago when we built our house that this area was all planned for single family homes. We specifically asked the Nielson rep about apartments going in and were told no. We liked the neighborhood and invested everything in this house and now we are looking at Nielson Co. going against his word. He is doing this just for the money because of the push for Amazon to build and hire many people from out of state. I have heard other instances of Nielson not telling the truth concerning his building practices. This man should not be rewarded by rezoning these to properties in this neighborhood

We currently live right next to the apartments that are located at 26th and Katie as we live on the southwest end of Andrew Ave. Since moving into our house we have noticed the lack of respect that the apartment tenants bring to the neighborhood. First, the tenants like to use Annabelle Street as raceway as many of them drive nearly as fast they can to either end of the street as they are heading in or out of the apartments via the Annabelle Street driveway access. This is concern for our neighborhood as we would not like to see Mary Beth Ave or W 22nd Street turn into a raceway since we do have so many children and young children in the area. This is also concerning as Pitter Patter is across the street from this proposed complex. Secondly, the increased traffic from all the tenants will be a concern as well as space is limited for them with parking on the side streets around the complex. I am sure the single-family homes that will be neighboring the complex would like to have space available in front of their own homes for their own parking or not having their mailboxes blocked off by parked vehicles. I would think that many of us would like to not see our streets turn into parking lots or see the increased traffic up and down our roads as we live a quiet neighborhood. I have seen this firsthand as well with the current apartments behind our place as the west end cul de sac of Annabelle street turns into a parking lot especially in the evenings on the weekends. This creates unsafe driving conditions as it hard to see around the park vehicles on the road for oncoming traffic out of the apartment complex. I have experienced picking up trash about once every couple of weeks at the guests and tenants to the apartments like to offload garbage (trash, alcohol beverages, scrap battery wire), out of their vehicles and onto our yard. Since moving in as well we have turned in three abandoned vehicle requests (Chapter 77: Parking Regulations) to the city. Is this really wor

Multi-family dwellings have higher crime rates and increased calls for service from Law Enforcement. Additionally, it does nothing but drive down property values but because, guess what, people don’t like spending 350k to live next to apartments. This is nothing but land owners being greedy.
