I don't think "mediocre" players are awarded the Key to the City. That gesture speaks for itself.

I believe that if you read the above description you will find a full and detailed argument as to why. Also if you think he's mediocre you clearly haven't checked your facts for where he sits in this league over the course of his career in the WHL. Also last I checked all of those players before him haven't done for this city what he has. So please present me with your facts not opinions as to why he doesn't deserve it
