This is insane. These poor animals need our help and there aren't enough shelters or rescues out there to take care of them all. There needs to be stricter spay and neuter laws, and NY state and it's municipalities needs to provide more funding for spay / neuter programs.

This law is offensive to me and anyone else that are caring and compassionate human beings. We must care for all lives including these poor cats and dogs that have been abandoned. This law is cruel, hateful and obscene to someone like me who spends thousands of dollars per year, rescuing, neutering, and rehoming stray cats such as those currently being punished by the cruel and uninformed mind of whomever created this law.
