I don't believe in purposely harming animals and starvation is cruel

This law goes against the state law that says we cannot deny any living animal sustenance. I don’t know what attorney signed off on this idea but it is ludicrous. Punishing someone for helping out an animal in need is really quite gross. If the goal is to reduce the amount of cats living on their own without human ‘owners’ there are tons of ways to do that. A great way to start is by connecting with the local cat rescue groups and working on a plan together. Clearly the council in Plattsburgh doesn’t actually care at all about cats. If they did, they’d have involved the cat people. I haven't seen what the fines are, but fines do add up to revenue for the city. I’d hate to think that Plattsburgh Council was hoping to reduce the population of cats by starving them and freezing them AND making money off of the people who are trying to save their lives. It’s not a good look.

Totally cruel and unthought of decision. Did you check into the trap , neuter and release program? Also with out our cats you are asking for an extreme rodent problem. Putting ownership onto every animal that comes into your yard and gets a bite to eat is ridiculous. I suppose your next step will be stopping people from having bird feeders as well. Your law as proposed infringes on our basic freedom. There is much more scarier parts to your proposal as in the microchipping idea. And we the tax payers are supposed to condone all this?

This is a horrible plan for Plattsburgh

Feral Cat Program is a division of PA P.E.T.S. that specializes in TNR (Trap Neuter Return) of feral, stray and barn cats. TNR is a humane approach to controlling the feral cat population. Feral cats tend to congregate forming a feral cat colony. Usually they form around a food source or begin as offspring of a feral female. A Good Samaritan is a person who has taken responsibility for the feral cat or colony of cats. The Good Samaritan is committed to feeding the cats on a permanent basis, ensures they are spayed/neutered, may provide additional shelter and provides ongoing healthcare as needed. This program is not designed for people’s personal pets (we have regular PA P.E.T.S. applications for that). This program is also not to relocate the cats after being spayed or neutered or to find homes for them. If you stop feeding the feral cats they will just go away.*False – They tend to come closer as they grow increasingly desperate to find something to eat. Even though cats may be feral, all cats are still domesticated creatures that rely on humans for food. Without feeding the feral cats they will become hungry, unhealthy animals vulnerable to disease and parasitic infestation.

And these people are supposed to be educated

PLEASE SHARE THE NEW CITY LAW THAT DOES NOT WANT THE FEEDING OF FREE ROAMING CATS, EVEN ONES THAT ARE IN A MANAGED COLONY....WE CAN THANK THE CITY FOR THIS & WHOEVER WROTE IT DID NOT DO IT ACCURATELY... I was just told to cease feeding & watering of the cat colony I have cared for since 2005 on Montcalm Ave, City of Plattsburgh. The City Council amended the law they said would not affect the people who conduct Trap-Neuter-Return for free roaming cats.First & foremost, I don't live in the City of Plattsburgh but I certainly have helped the City & the Plattsburgh City Police rescue many cats as well as other animals during emergencies (Lakeside Flood 2011), City Police Seizure (Tremblay Ave 2010) where cats were removed from home & some found deceased just to mention a few, I never even got reimbursed,. Eagle's Nest Veterinary Clinic received a check from the City for $15,000.00 even though I had taken the remaining cats to a temporary shelter for the Summer. I had to relocate, clean, rehabilitate & adopt out cats for no adoption fee for the City & now they pull this useless law to scare individuals into no longer feeding or caring for homeless cats (JUST SO THEY DON'T HAVE TO DEAL WITH THE PROBLEM) go figure.... I've been doing cats for almost two decades, I & many others have dedicated our time & resources to help so many cats & this is how we are treated. We are the only ones' trying to fix the problem when the City keeps holding us back. All the cats in my colony are sterilized & vaccinated. I did my part now they need to do theirs. There is no way to mandate this non sensible law. Why doesn't the City do something good with the tax dollars they take each year from the City residents, instead of wasting it.... I WOULD LIKE TO START A PETITION & GET LAWYERS & INDIVIDUALS TO HELP....I CAN BE REACHED AT (518) 645-4064...... I just came back from the Plattsburgh City Police & spoke with Officer Chapple. He received a complaint from a neighbor near Montcalm

All animals deserve food it’s our choice if we want too spend our own money to feed them I currently am feeding a stray sense last winter we call him scrapper

This defeats the whole purpose of TNR!

Banning people from feeding loose animals will not work and actually make it worst. Strays benefit the community by reducing rodents that spread disease. Spray and neuter programs is what is needed the most.

Plattsburgh's law is legalized cruelty. People who care for the ferals have a heart. How one treats animals reflects how they treat people.

We have to fight for those who are caring for those who cant speak for themselvea
