The 1948 obligations are not optional for Guernsey. No more prevarication get on with and sort the runway. Other expenditure is debatable; the runway is not.

without ta useable runway to bring in the visitors, Alderney's economy will shoring until it dies. We need : the runway repaired and extended The avgas fuel reinstated. a new terminal is a nice to have - not an essential. This project has ballooned from c£4 mil for the runway - to over £30 mil for all the fanciful add ons. Bring this back to what is actually needed.
