Rename Avenue A Park to "Smallville, KS Park"

There is no doubt that Hutchinson is the real Smallville, Kansas now. Now, we need a permanent place for people to take photos, tag and be able to visit every day of the year. Unlike most parks in our town, Avenue A Park is not named for someone with historical significance. This park just happens to contain (in sidewalks) 116 Superman shield shapes in the concrete. And, since this park will be the center of our annual Smallville, KS Festival, it is the most suitable park to have the Smallville name. This park has views of several murals, our city water tower and our downtown. It's the perfect place for tourists to capture their visit to Smallville, Kansas. Avenue A Park was built in 1997, it has history, but there are signs that it could use a little restoration (some of the trail markers are broke and need replaced).
