The priority has to be the safety of the community and especially the vulnerable children. This individual needs to be kept in a mental health facility where he can get the help he needs.

Why is this psychopath on the loose? They drop this turd off in a community that's filled with families and young children that was a logical decision. No sympathy for animals like him go drop him off in the middle of no where somewhere and supervise him there not in an area right beside people's houses. Mr Constantine has indicated that despite efforts towards rehabilitation he will reoffend. The safety of all stakeholders is at risk with his current release.
