Joe Lapia is a POS. He acts like he is the ruler of Manor. Controlling POS. Lying POS. Corrupt POS. A disgusting POS, harassing residents everyday. Letting old Manor becoming new Jeannette. This POS borough manager needs to be fired.

Joe Lapia has used his position as borough manager to send the Manor police against me and my family, whenever my son wanted to see his children. He had Corey pulled over time and again on his way to pick up his 2 young daughters. This is after he fought hard to get parental rights for visitation. Joe Lapia continues to act in a personal and professional way to obstruct in any way possible my son's visitation. Just today, intervening with White Oak Police over a seatbelt. This is in regard to his wife Mindy's daughter Kirsten's two daughters. He continues to interfere as much as possible. Joe told us that we could not repair an existing drain from our house. Said we would have to install a leach field or some other type of means to remove rain runoff from our driveway and roof instead. He said we could not use the existing drain outlet even though it was installed 30 years ago. EVERYONE i have talked to says the same thing about the guy. "Joe is a drain on our community. Get rid of him."

I needed to fix a damaged drain and was told that I could not tie into the existing drain even though it has been there for more than 20 years. He told me I would have to install a leach field instead. Ridiculous. The guy is a drain on our community.
