The public is assuming 100% of the risk of loss of an accident. This socializes the loss completely on the back of the public. This allocation must be revised to put more of the risk of loss on Rancho.

If it isn't enough that these tanks are dangerous due to their potential for a terrorist attack or an earthquake event please consider that this company is transporting this highly volital fuel on out dated rail lines in train cars that are not made for such substances and by trucks all through our densely populated neighborhoods. They need to move, now!
