This ifacility poses unacceptable risk. As an emergency manager consultant I know this hazard can only be mitigated by it's removal. It could never be built today and should not be allowed to exist in a densly populated area.

County Supervisor Hahn was in large part responsible for green lighting this behind closed doors. The Hahn Dynasty STILL receives thousands and thousands of dollars from this facility in return for looking the other way. Our congresswoman had an opportunity in Washington but did NOTHING.

If it isn't enough that these tanks are dangerous due to their potential for a terrorist attack or an earthquake event please consider that this company is transporting this highly volital fuel on out dated rail lines in train cars that are not made for such substances and by trucks all through our densely populated neighborhoods. They need to move, now!

The public is assuming 100% of the risk of loss of an accident. This socializes the loss completely on the back of the public. This allocation must be revised to put more of the risk of loss on Rancho.
