The game right now as I know has a big enough community bring back the gang system. The gangs were an integral part of the game. If you were to bring the gang system back many of the orignal players would return and also many new would join. Also you the developers are not only benfiting us the community but yourselves, because you would make money by the newcomers buying the game.
