True justice for crimes of murder, rape, etc must be punishable by death penalty. Failing that criminal will never rehabilitate and continue this crime. A human being commits these crimes cannot be part of society ever again, whether you incarcerate them, try to rehabilitate them, whatever...it is proven to not work.
