Our entire Administration of Justice System is failing the citizens it is meant to lrotect. The notion that offenders of heinous crimes, such as brutal rape of children 4 years old and the aged and frail at 72 as well as the degree of brutal killings of the same mentioned age group because perpetrators are driven by hunger, is blatantly rediculous! Raping a 3 year old or killing a 76 year old after shooting him in the knees has nothing to do with attempted theft (driven by hunger or poverty), the perpetual commission of such offenses can only be deterred by capital punishment.
