Dear Ambassador Ahmet Üzümcü Director-General of Organization for the Prohibition of Chemical Weapons (OPCW) As you already know, The Executive Council of OPCW has obliged member states to destroy their chemical weapons until April 29, 2012, after a 5 year extension in 2007. However, the United States, with about 20 tons of chemical weapons, has delayed fulfilling its obligations until 2021 and it seems this country is not committed to complete destruction of its chemical weapons. Considering that the United States has been accused of non-compliance with the Chemical Weapons Convention in Executive Council of OPCW, we ask you to refer the United States' case to the UN Security Council as the threat to international peace and security according to Article 12 of the convention. حضرة السید أحمد ازومکو الامین العام لمنظمة حظر الاسلحة الکیمیاویة کما تعلمون فإن المجلس التنفیذی لهذه المنظمة قام في العام 2007 ، و بعد تمدید عمله لـ 5 أعوام اخری ، بإلزام الدول الاعضاء بتدمیر اسلحتها الکیمیاویة حتی 29 نیسان 2012 . و یأتي ذلك فی الوقت الذی أرجأت الولايات المتحدة الأمریکية التي تملك حوالي 20 طن من الاسلحة الکیمیاویة ، تنفيذ هذا القرار الی العام 2021 . و یبدو أنها لا تنوي تدمیر ترسانتها الکیمیاویة . و نظرا لإتهام الحکومة الامريکیة من قبل المجلس التنفيذي بعدم التزامها بمعاهدة حظر الاسلحة الکیمیاویة ندعوكم لإرسال ملف أمریکا الی مجلس الامن الدولی بإعتبارها تشکل تهدیدا للسلام و الامن العالمیین و ذلك وفقا للقوانین التي تعتمدها المنظمة . جناب آقاي احمد ازومكو دبير كل سازمان منع سلاح‌هاي شيميايي همان‌طور كه مستحضر هستيد شوراي اجرايي اين سازمان پس از يك تمديد 5 ساله در سال 2007 كشورهاي عضو را ملزم به نابودي تسليحات شيميايي خود تا تاريخ 29 آوریل 2012 كرده است. در حالي‌كه دولت ايالات متحده با داشتن حدود 20 تن از سلاح‌هاي شيميايي عمل به تعهدات خود را تا سال 2021 به تاخير انداخته و به نظر مي‌رسد عزمي براي انهدام كامل ندارد. با توجه به اين‌كه دولت امریکا در شورای اجرایی سازمان منع سلاح‌های شیمیایی به عدم پای‌بندی به پيمان منع سلاح‌های شیمیایی متهم شده، از جنابعالي درخواست مي‌كنيم بر اساس ماده 12 كنوانسيون پرونده اين كشور را به عنوان تهدید صلح و امنیت بین المللی به شورای امنیت سازمان ملل ارجاع نماييد.
